Governing the Discourse of Internationalization: The Role of Higher Education Professional Associations

Two higher education professional associations (HEPAs)—the American Council on Education and NAFSA: Association of International Educators—have participated in shaping internationalization discourse over the last 30 years. While there exists a great deal of academic literature analyzing education policies and educational policy discourse, there remains little that analyzes the effects of HEPAs on higher education policy and discourse in relation to internationalization. Governmentality studies allows researchers to problematize and destabilize existing understandings, assumptions, and taken-for-granted truths. This genealogical analysis concentrates on a series of surveys, reports, and working papers developed by ACE and NAFSA between the period 1988 and 2017.
